JOB ANNOUNCEMENT

POSITION TITLE: Tribal Historic Preservation Officer

SALARY: JS-12A ($52,527)

POSITION SUMMARY: Responsible for carrying out the responsibilities of a Tribal Historic Preservation Office and for the inventory and protection of cultural resources under the stewardship of the Jicarilla Apache Nation.

SUPERVISION EXERCISED:

Supervised by the Cultural Affairs Director. Supervises assigned departmental personnel.

MAJOR DUTIES AND RESPONSIBILITIES:

  • Act as the executive-delegated point-of-contact for consultation with state agencies and “government-to-government” consultation with federal agencies concerning cultural resources off tribal lands.
  • Maintain and develop a comprehensive digital inventory of all historic properties, TCPs, archeological, sacred sites, and other cultural resources of traditional significance to the Jicarilla Apache Nation located on and off tribal lands.
  • Consult with federal and state agencies per Section 106 regarding affects to historic properties and TCPs of significance to the Jicarilla Apache Nation located off tribal lands.
  • Consult with federal and state agencies regarding repatriation of Jicarilla Apache-affiliated burials and funerary items occurring off tribal lands.
  • Consult with federal agencies regarding identification, protection, and access of tribal members to sacred sites located off tribal lands for traditional religious purposes.
  • In consultation with the appropriate agencies, develop and enter into agreements (i.e., NHPA PAs and MOAs and NAGPRA CAs) regarding the treatment of cultural resources of significance to the Jicarilla Apache Nation.
  • Curate cultural resources collections resulting from NAGPRA or equivalent State repatriation actions.
  • Control the dissemination of sensitive information regarding cultural resources of traditional significance to the Jicarilla Apache Nation.
  • Review tribal, federal, and state-agency management plans that concern treatment of cultural resources of significance to the Jicarilla Apache Nation.
  • Assures compliance with the National Historic Preservation Act of 1966 (NHPA), Archeological Resources Protection Act of 1979 (ARPA), American Indian Religious Freedom Act of 1978 (AIRFA), and the Native American Graves Protection and Repatriation Act of 1990 (NAGPRA).
  • Establishes standards and oversees cultural resources investigations on reservation lands.
  • Assists the Culture Committee in the identification and documentation of sites of traditional cultural significance, including sacred sites and traditional cultural properties, on and off reservation lands.
  • Reviews proposed actions for effects to cultural resources on and off reservation lands in compliance with Section 106 of the NHPA.
  • Implements procedures for the inadvertent discovery of burials or cultural sites on and off reservation lands in compliance with NAGPRA and the NHPA.
  • Develops and implements procedures for protection and monitoring of cultural resource sites on reservation lands.
  • Develops and implements security measures for protecting sensitive cultural information and supports the intellectual copyright of Culture Committee to sensitive traditional knowledge.
  • In conjunction with the Cultural Affairs Office, develops and implements a comprehensive Historic Preservation Plan for the Jicarilla Apache Nation.
  • Keeps the staff and community informed of pertinent information in a timely manner.
  • Collaborates and networks with other tribal departments, community service agencies, educational organizations and businesses as appropriate.
  • Present oral reports to the Culture Committee at its monthly meeting.
  • Present quarterly reports to the Legislative Council.
  • Assist with new projects under the jurisdiction of the Cultural Affairs Office when directed by the Cultural Affairs Director.

MINIMUM QUALIFICATIONS:

Knowledge's, Skills and Abilities:

  • Ability to develop goals and objectives.
  • Demonstrates ability to conduct and complete cultural resources investigations.
  • Ability to write and speak appropriately and work with standard PC and GIS software used for cultural resources inventories.
  • Willingness to work odd and unusual hours and travel.
  • Ability to work well with the Jicarilla Apache spiritual leaders and other elders.
  • Must have shown that he/she has overcome the community's social diseases such as alcohol and drugs.
  • Willingness to submit to a fingerprint and criminal history background check to be forwarded to the local Tribal Police Department.
  • Must have knowledge of historical land areas occupied by the Jicarilla Apache prior to 1887.
  • Must agree not to publish or distribute cultural or intellectual property belonging to the Jicarilla Apache Nation without the consent of the Jicarilla Apache Nation.
  • Must demonstrate sensitivity to the traditions of the Jicarilla Apache Nation and agree not to publish or otherwise distribute culturally sensitive information to the public without the consent of the Cultural Affairs Office.

EDUCATION AND EXPERIENCE:

Master's degree or higher from an accredited university in Anthropology, Archeology, or one of its subfields. At least 10 years practical experience in cultural resources management. Direct experience with ethnographic fieldwork and with the traditions of the Jicarilla Apache Nation is preferred.

LICENSES AND CERTIFICATES:

Valid driver's licenses.
